PHILADELPHIA

Mark Segal, 24, an admitfed homosexual, applied yesterday to join the Penn*ylvania State Police, but said later his application ,was a test of state police policy.

Segal said, and state poIrce confirmed, that he applied at the state police barracks in the Belmont section of Philadelphia.

Earlier this month, Gov. Milton Shapp announced that sexual preference could not be a determining factor in state hiring, even in the 4,000-man state police.

But State Police Commissioner James D. Barger responded to Shapp's dictum by saying he does not want admitted homosexuals under his command because of the effects they might have on trooper performance and morale. In a telephone interview yesterday, Segal was asked if his application was a test of Barger's statement. Segal replied it was. He did not say whether he really wanted to become a | trooper.
